Immediate cash deposits required
If you import freight rail couplers from India, U.S. Customs and Border Protection will suspend liquidation of entries and require cash deposits for entries entered or withdrawn for consumption on or after May 6, 2026. The deposit will equal the estimated dumping margin or the all-others rate as specified by Commerce for the exporter/producer.
Company-specific provisional rates set
Commerce preliminarily assigned estimated dumping margins and adjusted cash-deposit rates for named Indian exporters: Bhilai Engineering Corporation Ltd and Jupiter Wagons Ltd have a preliminary margin and cash deposit rate of 71.01%; Texmaco Rail and Engineering Limited has a dumping margin of 7.63% and cash deposit rate of 4.14%; Kharagpur Metal Reforming Industries Pvt Ltd has a dumping margin of 4.68% and cash deposit rate of 0.93%; the all-others dumping rate is 5.32% with a cash deposit rate of 1.63%.
Final decision delayed; provisional measures extended
Commerce postponed the final determination and will make its final decision no later than 135 days after publication of the preliminary determination (i.e., no later than September 18, 2026). At the request of an exporter, Commerce extended provisional measures so they may last up to six months from publication (i.e., up to November 6, 2026).
ITC to review injury; potential final duties
Commerce will notify the U.S. International Trade Commission of this preliminary affirmative determination. If the final Commerce determination is affirmative, the ITC will decide whether these imports injure U.S. industry before the later of 120 days after the preliminary determination (i.e., by September 3, 2026) or 45 days after Commerce's final determination.
