Proposed Medicaid FFP Limits for Noncitizens

CMS proposes changes to the Citizenship and Noncitizen Eligibility template (RU S89, version 04_2026) to reflect section 71109 of the Working Families Tax Cut (WFTC). The proposal limits federal financial participation (FFP) for full Medicaid coverage to U.S. citizens or nationals and only three groups of noncitizens: lawful permanent residents (LPRs), Cuban/Haitian entrants, and Compact of Free Association (COFA) migrants, whom CMS calls "FFP-eligible noncitizens."
