Notice

Summary

The U.S. Department of Commerce found that SeAH Steel from Korea didn’t get unfair government help for oil country tubular goods in 2023. They’re also stopping the review for four other companies and plan to end it for Hyundai Steel Pipe. This means some companies won’t face extra duties, and the changes take effect starting May 13, 2026.

SeAH Steel: De minimis Subsidy Finding

Commerce preliminarily found that SeAH Steel received a net countervailable subsidy rate of 0.13% (de minimis) for the period January 1, 2023 through December 31, 2023. If the final result is zero or de minimis, no cash deposit of estimated countervailing duties will be required for SeAH shipments entered or withdrawn from warehouse for consumption on or after the date of publication of the final results.

Review Rescinded for Four Korean Producers

Commerce is rescinding this administrative review for AJU Besteel Co., Ltd.; ILJIN Steel Corporation; Kumkang Kind Co., Ltd.; and NEXTEEL Co., Ltd. because those parties withdrew their review requests. For these companies, Commerce will instruct U.S. Customs and Border Protection to assess countervailing duties at a rate equal to the cash deposit of estimated countervailing duties required at the time of entry.

Intent To Rescind Review for Hyundai Steel Pipe

Commerce intends to rescind the review for Hyundai Steel Pipe Co., Ltd. because CBP import data show Hyundai Pipe had no reviewable entries with suspended liquidation during January 1, 2023 through December 31, 2023. Commerce also intends to issue assessment instructions to CBP concerning Hyundai Pipe no earlier than 35 days after publication of the final results of this review.
