Heze Huayi 18.71% Preliminary Duty Rate
The Department of Commerce preliminarily found that Heze Huayi Chemical received countervailable subsidies and assigned a net countervailable subsidy rate of 18.71 percent ad valorem for the period January 1, 2023 through December 31, 2023. This preliminary rate could lead to higher import duties on Heze Huayi’s chlorinated isocyanurates if finalized, which may affect U.S. importers of that company’s product.
Cash Deposit and Assessment Rules Specified
Commerce intends to instruct Customs to collect cash deposits of estimated countervailing duties on shipments entered or withdrawn for consumption on or after the date of publication of the final results. The rule includes that company-specific final rates apply (unless less than 0.50 percent, in which case the deposit is zero), the higher rate applies when producer and exporter rates differ, and the all-others cash deposit rate will remain 10.81 percent.
Review Rescinded for 41 Companies
Commerce is rescinding the administrative review for 41 listed companies because there were no suspended entries of subject merchandise during January 1, 2023 through December 31, 2023. Those companies listed in Appendix II are not being reviewed now, and Commerce will instruct U.S. Customs and Border Protection to assess duties for those companies at the cash deposit rate required at the time of entry.
