Summary

The U.S. Department of Commerce found that some Malaysian steel nail makers sold their nails in the U.S. for less than fair value from July 2023 to June 2024. Because of this, certain extra duties (taxes) will apply to these imports starting May 14, 2026. This means importers will pay more, helping protect U.S. steel nail businesses from unfair competition.

Antidumping Duties Start May 14, 2026

Beginning May 14, 2026, extra antidumping duties apply to certain steel nails imported from Malaysia for sales made from July 1, 2023 through June 30, 2024. If you import those nails, you will face additional duties on affected entries as directed by the Department of Commerce and U.S. Customs and Border Protection.

Company-Specific Duty Rates Announced

The final weighted-average dumping margins for July 1, 2023–June 30, 2024 are: Madura Fasteners Sdn. Bhd. 39.35 percent, Region International Co./Region System Sdn. Bhd. 1.98 percent, and the review-specific rate for non-selected companies 1.98 percent. The all-others rate from the original investigation remains 2.66 percent.

Cash Deposit Rules for Imports

Effective on publication (May 14, 2026), cash deposit requirements apply for shipments of the subject merchandise entered or withdrawn for consumption on or after that date. Deposit rates will be the company-specific rates from the final results for firms covered in this review, prior segment rates where applicable, or 2.66 percent for all other producers/exporters.

Importer Certificate Required or Face Double Duty

Importers must file a certificate about reimbursement of antidumping duties prior to liquidation of the relevant entries for this review period, as required by 19 CFR 351.402(f)(2). If you fail to file the certificate, Commerce may presume reimbursement occurred and assess double antidumping duties.
