New Discounted International Shipping Product

If you run a business that ships internationally, the Postal Service filed on May 11, 2026 to add a new product called Global Expedited Package Services--Non-Published Rates 18 (GEPS--NPR 18) to the Competitive product list. The Postal Service says GEPS--NPR 18 offers discounts for Priority Mail Express International (PMEI), Priority Mail International (PMI), and First-Class Package International Service (FCPIS).

Faster Approval Path for Future Contracts

The Commission notes that if an NPR negotiated-service-agreement product like GEPS--NPR 18 is approved, one or more contracts using an approved contract template may later be added to that product without requiring further Commission approval. This can let discounted contracts be added more quickly once the product is authorized.

New Contract Terms Add Mailer Obligations

The Postal Service says the GEPS--NPR 18 contract template adds obligations for mailers related to postage payment through an Enterprise Payment Account under Option B, adds terms about fraud in that payment context, and changes document retention language. These are new contract provisions that mailers would need to follow if they sign a GEPS--NPR 18 agreement.
