Commerce Sets Duties on Indian Silicomanganese Imports

Published Date: 5/18/2026

Notice

Summary

The U.S. Department of Commerce found that Maithan Alloys Limited from India sold silicomanganese in the U.S. at unfairly low prices between May 2023 and April 2024. Because of this, extra duties will apply starting May 18, 2026, affecting importers and the company’s sales. Deadlines were pushed back due to government shutdowns, but now the final results are set and ready to roll!

Analyzed Economic Effects

5 provisions identified: 0 benefits, 5 costs, 0 mixed.

All-Others Rate Remains 17.74%

If you import silicomanganese from Indian producers or exporters not covered by this review, the cash deposit rate will continue to be 17.74 percent (the all-others rate established in the original investigation).

Certification on Duty Reimbursement Required

Importers must file a certificate about whether antidumping duties will be reimbursed prior to liquidation of entries from this period; failure to file can lead Commerce to presume reimbursement and result in assessment of double antidumping duties and/or an increase in duties by the amount of countervailing duties.

Intermediary Shipments May Face 17.74% Rate

For entries produced by Maithan Alloys Limited where Maithan did not know the merchandise was destined for the United States and there is no specific rate for the intermediate exporter, Customs will be instructed to liquidate those entries at the all-others rate of 17.74 percent.

Final Dumping Margin: Maithan 0.53%

Commerce found Maithan Alloys Limited sold silicomanganese in the U.S. below normal value for May 1, 2023 through April 30, 2024 and assigned a weighted-average dumping margin of 0.53 percent; this margin will be the basis for assessing antidumping duties under the final results published May 18, 2026.

Cash Deposit Rate Effective May 18, 2026

If you import silicomanganese produced or exported by Maithan Alloys Limited, the required cash deposit rate for shipments entered, or withdrawn from warehouse, for consumption on or after May 18, 2026 will be 0.53 percent.
