Priority focus on Non‑Rural, Rural, Tribal areas

The FY2026 competition lists three absolute priorities: Non‑Rural and Non‑Tribal Communities, Rural Communities, and Tribal Communities. The program targets children and youth living in the most distressed communities to improve school readiness, high school graduation, and access to high-quality community-based services.

Competitive preferences favor literacy & family supports

The competition includes competitive preference priorities such as Promoting Evidence‑Based Literacy; Meaningful Learning Opportunities—High‑Quality Interventions or Accelerated Learning Supports for Students and Supporting Families; and Meaningful Learning Opportunities—Career Connected Learning. Projects addressing these areas will receive competitive preference in selection.

Who may apply for grants

Eligible applicants under section 4622 of the ESEA include: institutions of higher education (IHEs); Indian Tribes or Tribal organizations; or one or more nonprofit entities partnering with at least one required partner such as a high-need local educational agency, an IHE, the office of a chief elected official, or an Indian Tribe.
