Summary
The USDA’s Animal and Plant Health Inspection Service wants to update and keep collecting info about the Swine Health Protection program, which helps keep pigs safe and healthy. This affects pig farmers and anyone involved in feeding pigs, especially with garbage feeding rules. They’re asking for public comments by July 20, 2026, and there’s no big cost change, just smoother paperwork.

Paperwork Extended, Big Annual Burden
USDA APHIS is asking OMB to approve the Swine Health Protection information collection for another 3 years (OMB Control Number 0579-0065). The agency estimates 15,147 respondents, about 72 responses per respondent, 1,087,827 total annual responses, an average 1.696 hours per response, and 1,844,810 total annual burden hours; comments are due July 20, 2026.
Garbage-Feeding Must Be Treated and Permitted
The Swine Health Protection Act and its regulations prohibit feeding untreated garbage to swine intended for interstate movement or foreign commerce unless the garbage has been treated to kill disease organisms. Garbage intended to be fed to swine must be treated at a facility that holds a valid permit and must be treated in accordance with the regulations in 9 CFR part 166.
Interstate Movement Rules for PRV Control
APHIS runs a pseudorabies (PRV) eradication program and the regulations in 9 CFR parts 71 and 85 set requirements for moving swine interstate within production systems (separate farms in a system may be in more than one State). These rules support identifying PRV-affected swine, herd management, and control, elimination, and eradication activities.
