Shadow Wolves path to special agent status
Upon enactment, ICE can reclassify Shadow Wolves in the HSI tactical patrol unit on the Tohono O'odham Nation as GS-1811 special agents after training. Officers must complete the FLETC Criminal Investigator Training Program. If hired before March 2003, they must also complete Customs Basic Enforcement School. If hired during or after March 2003, they must complete ICE HSI Special Agent Training. The rule covers current officers and future hires in that unit. New comparable tribal units after enactment need the tribe’s approval to classify members as GS-1811.
Plan to grow Shadow Wolves units
Within 90 days, Homeland Security must send a plan to Congress and the Comptroller General. It must cover keeping current Shadow Wolves, recruiting new ones, and expanding similar units near the U.S.–Canada and U.S.–Mexico borders. Any move into tribal areas needs the approval and consent of the tribe. Within one year of getting the plan, the Comptroller General must report on results, then report once a year for two more years with any improvements.
