  • Service members and families: Would require withdrawal of U.S. forces engaged in hostilities with Iran within 30 days unless Congress approves continued action, limiting prolonged combat exposure.
  • The President and military planners: Would constrain executive authority to continue hostilities against Iran and require presidential briefings to Congress on the scope and duration of deployments under the War Powers Resolution.
  • Congress and oversight: Would force a congressional decision point by asserting that only a declaration of war or a specific authorization can permit continued hostilities.
  • Intelligence and regional partners: Preserves intelligence sharing and allows a defensive troop presence in the region so counterintelligence and cooperative operations can continue as determined by the President.

Remove U.S. forces from Iran hostilities

If adopted by both chambers, the resolution would direct the President to remove U.S. Armed Forces from hostilities against the Islamic Republic of Iran. The removal would have to happen no later than 30 days after the date described in section 1(6). The directive would not apply if Congress explicitly declares war or specifically authorizes use of force against Iran. The resolution would still allow defending the United States, U.S. forces, diplomatic facilities, or allies from imminent attack, keeping troops in the region for defensive purposes, and retaining forces not engaged in hostilities against Iran. It would not stop intelligence, counterintelligence, or investigative work about threats from Iran when the President finds sharing appropriate, and it would not itself authorize new military force.
