End Fish and Wildlife barred owl rule

If enacted, Congress would disapprove the "Barred Owl Management Strategy" issued on September 6, 2024. The rule would have no force or effect upon enactment. Landowners and small forestry businesses covered by the rule would no longer have to follow it. Conservation groups and habitat managers could lose the authorities the rule created. A GAO letter dated May 28, 2025 supports using the Congressional Review Act. This change would only affect that specific barred owl rule, not other wildlife laws.
