Sponsored By: Representative Norman
Introduced
Summary
Limits congressional service. The amendment would cap House service at 3 terms and Senate service at 2 terms, set how partial terms count, and require ratification within seven years by three-fourths of state legislatures.
Show full summary
- House members would be ineligible for election if they have served 3 terms. A special election or appointment that fills a House vacancy counts as a term if the person serves more than 1 year.
- Senators would be ineligible for election or appointment after 2 terms. A Senate vacancy counts as a term if the election or appointment fills more than 3 years.
- Terms that begin before the amendment is ratified would not count toward these limits. States would need to ratify the amendment within 7 years for it to take effect by a three-fourths vote of state legislatures.

Proposed term limits for Congress
If ratified by 3/4 of states within seven years, this would add term limits to Congress. You could serve up to three House terms; after that, you could not run for the House. You could serve up to two Senate terms; after that, you could not be elected or appointed to the Senate. Filling a vacancy would count as a term only if you serve more than one year in the House or more than three years in the Senate. Service that began before ratification would not count toward these limits.
