- Universities and nonprofit research institutions: Institutions of higher education, operators of federally funded research and development centers, and nonprofit or not-for-profit research institutions are eligible to participate and receive cooperative agreements or other contracts.
- NASA administration: The Administrator would be required to develop and implement policies for selecting participants, awarding cooperative agreements or contracts, deciding when to use competitive versus sole-source awards, and defining required technical capabilities.
- Public-private collaboration: The center must demonstrate an ability to convene academic and private-sector groups to facilitate research and public-private partnerships.
