HR1098119th CongressWALLET

To reauthorize the Junior Duck Stamp Conservation and Design Program Act of 1994.

Sponsored By: Representative Rep. Scholten, Hillary J. [D-MI-3]

Passed House

Summary

Reauthorizes the Junior Duck Stamp program and tightens how its funding is counted. The law clarifies which territories qualify as "States" for the program and extends the window when federal funding may be authorized to 2025–2031, while limiting funding to amounts Congress appropriates for the Federal Duck Stamp Office.

  • Changes the legal definition of "State" to explicitly include Guam and the Virgin Islands and removes language that implied other territories or possessions were included. This narrows which jurisdictions are treated like states for the program.
  • Extends the period when funds may be authorized from "2006 through 2010" to "2025 through 2031", keeping the Junior Duck Stamp program eligible for federal funding during that span.
  • Adds a "No Additional Funds Authorized" provision that ties any program funding to amounts appropriated to the Secretary for the Federal Duck Stamp Office, limiting funding to what Congress provides.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Junior Duck Stamp funding through 2031

This bill would extend the Junior Duck Stamp program’s authorization to 2025–2031. Any money would have to come from funds already authorized for the Federal Duck Stamp Office. Congress would still need to approve actual dollars in later spending bills. If enacted, this could help keep student art and wildlife education activities going.

Tighter territory eligibility for Junior Duck Stamp

The bill would narrow which places count as a "State" for this program. Guam and the U.S. Virgin Islands would still count, but other territories or possessions would not be included by default. If enacted, some children in those areas could lose the chance to enter or take part.
