Space systems as critical infrastructure
If enacted, the bill would treat space systems, services, and technology as a critical infrastructure sector. It would add this sector to the Homeland Security Act list. The Secretary of Homeland Security would have to make this designation within 30 days. Within 180 days, the Secretary would issue guidance. The Secretary would consult federal agencies, the White House homeland security advisor, advisory committees, and the Space ISAC. The guidance would define what is in the sector. It would cover satellites, space vehicles, ground systems, launch sites, production facilities, and related IT. It would also name a lead federal agency and set up government and industry councils. Within 90 days after the guidance, the Secretary would report to Congress on implementation.
