Summary

Adds falls risk assessments and PT/OT coverage to Medicare wellness exams. This bill would let people who fell in the prior year receive falls risk assessments and fall prevention services from physical therapists and occupational therapists during the Annual Wellness Visit and the Initial Preventive Physical Examination.

  • Seniors and families: People who have fallen in the previous year would get a falls risk check and prevention services as part of Medicare preventive care. Coverage changes would apply to services furnished on or after January 1, 2026.
  • Therapists and providers: Physical therapists and occupational therapists would be authorized to furnish separate falls risk assessments and fall prevention services for qualifying beneficiaries at the Annual Wellness Visit.
  • Preventive exam coverage: Outpatient physical therapy and occupational therapy services would be covered under the Initial Preventive Physical Examination for individuals a physician determines fell in the prior year.
  • Congress and public health: The HHS Secretary would report annually to Congress beginning January 1, 2027 using CDC data on falls among people aged 65 and older who were treated for fall related pain or injury and describe year to year changes.

More Medicare fall prevention help for seniors

If enacted, Medicare would add extra fall checks for people a doctor says fell in the past year. Starting January 1, 2026, your Annual Wellness Visit would include a falls risk check and fall prevention services. A physical or occupational therapist could give a separate falls risk check and prevention service. Your Welcome to Medicare visit could also cover outpatient physical or occupational therapy after a fall. You must be on Medicare and have a physician determine you fell in the previous calendar year.
