Help blind Social Security Disability beneficiaries work without losing eligibility. This bill would create a 20-year Benefit Offset demonstration that modifies monthly benefits as earnings increase to encourage return to work.

  • Blind beneficiaries who join the demonstration would have monthly benefits reduced by $1 for every $2 their earnings exceed the exempt amount after subtracting work-related expenses. Their entitlement would not terminate because of earnings, the trial work period would not apply, and rules about a termination month would not apply.
  • The Social Security Administration would run the project for 20 years starting within 180 days and may waive certain statutory requirements to operate it. Participants could opt out after the initial 120-month (10-year) portion of the demonstration.

Blind workers keep benefits with earnings offset

If enacted, Social Security would run a 20-year project starting within 180 days. Blind adults on Social Security disability during the first 120 months could join. You could work without losing entitlement; no trial work period or termination month would apply, and the “substantial gainful activity” test would not decide disability. Each month, your check would drop $1 for every $2 you earn above your exempt amount plus work expenses; cuts would start after your entitlement month and never go below $0. After the 120-month window, you could opt out, and SSA could waive some Title II and section 1148 rules to run the project.
