Sets a 150% clock-hour cap for program eligibility. This bill would clarify when clock-hour vocational programs count as "otherwise eligible" for federal student aid by requiring that a program's hours not exceed the greater of 150 percent of the State minimum or 150 percent of a Federal agency minimum for the recognized profession.

Limits on aid for long clock hour programs
If enacted, this would cap which clock‑hour training programs can get federal student aid. A program would qualify only if its total hours are no more than the greater of 150% of the State minimum or 150% of any Federal minimum for that job. Programs above that cap would not be eligible for aid, even if otherwise eligible. The rule would start in award year 2024–2025 and continue each year. It would apply to clock‑hour programs that train students for gainful employment in a recognized profession.
