Summary
National Plan for Epilepsy would create a federally coordinated plan to prevent, diagnose, treat, and cure epilepsy and to improve care and quality of life for people with epilepsy and their caregivers.

- People with epilepsy and families would see a stronger national focus on early diagnosis, coordinated care, and reducing deaths and financial strain. Nearly 3 million adults and 456,000 children in the U.S. live with epilepsy and over 30 percent have uncontrolled seizures.
- Researchers and clinicians would gain clearer federal coordination and advice to speed safer, more effective treatments. An Advisory Council with federal and nonfederal experts, including representatives from 7 federal agencies, would meet regularly and report recommendations.
- Federal agencies would review progress through an initial assessment within 2 years and annual reports to Congress, and must share epilepsy data across agencies. The program authority would expire on December 31, 2035.

National epilepsy plan and advisory council
If enacted, HHS would create and keep a National Plan to prevent, diagnose, treat, and cure epilepsy, and seek public comments. The Secretary would coordinate all federal research and services, estimate federal investment, improve early diagnosis and care, coordinate internationally, and collect data from agencies. A national assessment would be due within 2 years and then every year, with an annual report to Congress on priorities and progress. An Advisory Council would include federal members (NIH, CMS, CDC, FDA, HRSA, DOD, VA) and 13 non‑federal members: 4 people with different epilepsies, 2 caregivers, 2 providers (at least one neurologist), 2 researchers, and 3 nonprofit reps. The council would meet at least quarterly, hold public meetings, convene a broader meeting within 2 years and every 2 years, and report within 18 months and then every 2 years; this would not provide direct payments.
Epilepsy plan ends after 2035 unless renewed
If enacted, the National Plan and the advisory council would expire on December 31, 2035, unless Congress extends them. After that date, federal coordination and reporting under this section would end. This could reduce support for people with epilepsy and caregivers after 2035.
