Ban Medicaid admin funding for ineligible noncitizens

This bill would block federal Medicaid payments for running state programs that give health benefits to some noncitizens without a satisfactory immigration status. It would not change who can get Medicaid. It targets the administrative costs of separate state programs for these noncitizens. States could still get federal payment to set up or run systems that make sure they follow this ban. If enacted, states might have to cover these admin costs themselves or reduce services.
