- Federal agencies would be barred from issuing any rule, regulation, or guidance that requires an individual to get a COVID-19 vaccine. It defines "agency" by cross-reference to 5 U.S.C. 551.

Agencies barred from COVID vaccine mandates
If enacted, federal agencies (as defined in 5 U.S.C. 551) would not be able to issue any rule, regulation, or guidance that requires individuals to get a COVID-19 vaccine. This would take effect upon enactment.
No vaccine requirement for federally funded services
If enacted, entities that took listed COVID-19 relief funds (like the CARES Act and the American Rescue Plan) or that get any new federal funds would not be allowed to require you to be vaccinated to receive their services. If an entity still requires vaccination, it would have to repay the government all federal funds it received. This would take effect upon enactment.
No vaccine proof to enter federal sites
If enacted, you would not have to show proof of a COVID-19 vaccination to enter federal buildings or get federal services. The same ban would apply to entering congressional grounds or using congressional services. You could not be denied entry or services for not being vaccinated. This would take effect upon enactment.
