More funding for tunnel and drone defenses
The bill would raise funding levels and extend two ongoing US‑Israel programs. Anti‑tunnel work would increase from $50 million to $80 million and run through December 31, 2028. The counter‑drone program would increase from $55 million to $75 million and also run through December 31, 2028. This would keep joint efforts going against tunnels and small drones.
New US-Israel program to stop drones
The bill would create a US‑Israel program to develop, test, and deploy defenses against drones and other unmanned systems. It would authorize $150 million each year for fiscal years 2026 through 2030. The Pentagon would set up a program office, run joint research and training, and share data. It would give Congress an unclassified report within one year and every year after.
US-Israel joint research on new defense tech
The bill would let the Defense Department do joint research with Israel on AI, cybersecurity, robotics, quantum, and automation. It would authorize $50 million each year for fiscal years 2026 through 2030. Work could not start until a report to Congress sets cost‑sharing, intellectual property rules, and semiannual Israeli spending reports. DoD would send Congress a report every six months that includes Israel’s latest spending report.
Defense Innovation Unit office in Israel
The bill would require the Defense Department to open a Defense Innovation Unit office in Israel within 180 days. The office would work with Israel’s defense ministry and private companies. It would share technology and help counter dual‑use threats tied to Iran.
Longer authority for US war stockpiles
The bill would extend an authority date for U.S. war reserve stockpiles tied to Israel. The date would move from after January 1, 2027 to after January 1, 2029. This would keep the authority in place for two extra years.
Study on air and missile defenses
The bill would require a Defense Department study on air and missile defense in the Central Command region. It would review current strength, ways to improve, needed funding, legal authorities, and options to work more with Israel and partners. The study must consider lessons from the April 13, 2024 and October 1, 2024 Iranian attacks on Israel. An unclassified report would be due within 180 days.
Talks on Israel joining defense industrial base
The bill would direct the Defense Department to seek talks with Israel within 90 days about joining the National Technology and Industrial Base. Any engagement would need to protect sensitive information and national security for both countries.
