More rural loans for community facilities

If enacted, Farm Credit System lenders could help finance essential facilities in rural areas. Projects would need to qualify under existing USDA section 306(a) rules. Each lender could use no more than 15% of its total outstanding loans for this. Before closing a loan, the lender would have to offer a share to at least one other U.S. lender that is not in the Farm Credit System and not USDA, give priority to local community banks, and report the offer to the Farm Credit Administration. The Farm Credit Administration would report to Congress within one year of enactment and each year after, posting reports online. This new authority would start October 1, 2025.
