The Impact:
- Veterans: Veterans diagnosed with TBI or PTSD would be eligible to receive HBOT through a VA-run pilot that lasts three years and is limited to two VISNs.
- Providers and facilities: HBOT must be delivered by providers described in 38 U.S.C. § 1703(c)(5) and by facilities accredited by the Joint Commission, the Undersea and Hyperbaric Medical Society, or a comparable accreditor.
- Funding: The bill creates a VA HBOT Fund in the Treasury to receive donations that pay for HBOT. Amounts in the Fund are available to the Secretary without a fiscal year limit and the Fund ends on a set termination date.
- Oversight and research: The Government Accountability Office must issue an updated report within one year assessing clinical trials since GAO-16-154 and covering the VA, the Department of Defense, and private entities.
- Pensions: It extends a statutory date tied to certain pension payment limits by moving the cutoff from November 30, 2031 to October 30, 2034.

VA pension rule date extended to 2034
This bill would move one date in VA pension law from November 30, 2031 to October 30, 2034. If your pension is covered by that rule, the rule would stay in place longer. The change would take effect upon enactment.
