  • Drivers and road users: Vehicles covered by FMVSS 108 would be allowed to use pulsating high-mounted stop lamps that pulse up to 4 times and for no more than 1.2 seconds before reverting to a continuous stop lamp.
  • Vehicle manufacturers and lighting suppliers: Makers would get permission to design and install these systems and would have regulatory clarity once the Secretary of Transportation issues performance-based standards within 180 days.
  • Standards writers and safety engineers: The bill defines a “pulsating light system” and requires a lock-out so pulses cannot repeat for at least 5 seconds after brake release, giving clear technical limits for testing and certification.
