Show full summary
  • Families and communities: Gives relatives and the public a single, nationally recognized symbol to honor members who died in the line of duty.
  • Federal sites and offices: Would require display at the Capitol, the White House, national memorials, each national cemetery, major military installations, VA medical centers, certain federal offices, and U.S. Postal Service post offices.
  • Display schedule and special rules: Would require the flag on six specified days each year, including Memorial Day and Veterans Day. For memorials and VA medical centers the flag may be displayed any day the U.S. flag is shown. Post offices must display it the last business day before a required day when that day is not a business day.
  • Implementation and logistics: Agencies would have 180 days to write rules to carry out the requirement. The General Services Administration would begin buying and distributing flags within 30 days.
  • Federal employees: The bill would not allow requiring an employee to report to work solely to display this flag.

Employees not called in just for flag

If enacted, agencies could not require an employee to report to work only to display the Honor and Remember Flag or any other flag. This would prevent extra shifts just for that single task.

Honor and Remember Flag at federal sites

If enacted, the Honor and Remember Flag would be the national symbol for fallen U.S. service members. The flag would have to be shown at the Capitol, the White House, the World War II, Korean War, and Vietnam Veterans Memorials, all national cemeteries, key Cabinet office buildings, major military bases, VA medical centers, and post offices. Required days would be: Armed Forces Day (third Saturday in May), Memorial Day (last Monday in May), Flag Day (June 14), Independence Day (July 4), National POW/MIA Recognition Day, and Veterans Day (November 11). At the three listed memorials and at VA medical centers, it would also fly any day the U.S. flag flies. A post office could show it on the last business day before a listed day if that day is not a business day. Displays would need to be visible to the public. GSA would start buying and sending flags within 30 days after enactment. Agency heads would have up to 180 days to issue rules to carry this out.
