- Agencies would have to classify rules as major or nonmajor, provide detailed cost-benefit analyses and required disclosures, and obtain a Comptroller General assessment before major rules enter congressional review. Major rules would face a 70-calendar/legislative day approval window with a possible 90-calendar-day emergency extension.
- Congress would gain expedited procedures, special discharge and voting rules, and a formal joint-resolution pathway to approve or disapprove major and many nonmajor rules, making lawmakers the gatekeepers for major regulatory changes.
- Judicial review would be limited to whether procedural requirements were met, monetary policy rules would be exempt, and agencies could still use narrow good-cause exceptions for urgent actions such as hunting, fishing, or public-interest rules.

Congressional sign-off for major regulations
If enacted, a major rule would not take effect unless Congress passes a joint approval within 70 session or legislative days. OIRA would decide if a rule is "major," including interim final rules, using three tests like a $100 million yearly impact. If a rule is sent near adjournment, review would carry into the next Congress and be treated as published on the 15th day after it starts. The President could let a major rule take effect for one 90-day period in an emergency, for criminal law, for national security, or certain trade cases, by Executive order and written notice to Congress. Nonmajor rules could still take effect, but Congress would have a 60-day window to pass a fast-track disapproval. The Act would not cover case-specific actions, agency personnel rules, or internal procedures that do not affect people outside the agency.
Budget scores assume rules take effect
If enacted, for federal budget scoring, rules subject to the approval process that affect budget authority, outlays, or receipts would be assumed effective unless Congress disapproves. This would change how such rules are counted in budget plans and fiscal estimates.
More disclosure and GAO checks on rules
If enacted, agencies would need to publish the data behind a rule and explain how people can access it online. Agencies would send Congress and the Comptroller General a report with the rule, its major/nonmajor label and reasons, related actions, economic effects, and the proposed effective date. They would include a full cost-benefit and jobs analysis that separates public vs. private jobs. GAO would have 15 calendar days to report to committees on whether required steps were followed and if the rule adds new limits on private activity. Agencies would have to cooperate and provide GAO the needed information.
