- National Guard members: Those serving full-time National Guard duty or on National Guard active duty would become eligible for Post-9/11 educational benefits, bringing parity with other reserve components.
- Reserve component service: Service called or ordered to active duty under specified sections of title 10 or title 14 would qualify for Post-9/11 benefits, while inactive-duty training and annual training duty are excluded.
- Timing and entitlement rules: The changes would take effect one year after enactment and apply to service on or after September 11, 2001. Section 3321(a) would govern entitlement timing as if these amendments had been enacted immediately after the 2008 Post-9/11 law.

This bill would expand who can earn Post-9/11 GI Bill time. National Guard service would count when on full-time Guard duty or Guard active duty under federal law. For Reserve members, one rule would count active duty, inactive-duty training, and annual training. A second rule would count active duty under certain federal orders, but not inactive or annual training. Changes would take effect one year after enactment. They would apply to service on or after September 11, 2001. The usual timing rules to use benefits would apply as if these changes began right after the 2008 GI Bill law.
