  • Families and participants: Would let people complete certification, recertification, and nutrition risk evaluations by phone, video, or other approved formats and receive food instruments without visiting a local office. If certified remotely, programs must collect key body measurements within 30 days and no later than 90 days after the appointment.
  • People with disabilities: Requires remote options to be accessible under the Americans with Disabilities Act of 1990 and section 504 of the Rehabilitation Act of 1973.
  • State agencies and program operations: Would allow agencies to give temporary eligibility to income-eligible applicants and certify them immediately, with a full nutrition risk evaluation due within 90 days and possible termination if the evaluation or measurements are not completed. Agencies must report to Congress within 1 year on use of remote technologies, impacts on certifications and appointments, participant satisfaction, best practices, integration of digital tools, breastfeeding support, and secure data handling.

Remote WIC appointments and benefit delivery

If enacted, State WIC agencies would have to offer appointments in person and by phone or live video. All remote options would need to be accessible for people with disabilities. If you meet income rules, you could get temporary certification right away. The agency would need to collect height, weight, and other data within 30 days, and no later than 90 days. Your certification could end if the data are not collected on time or you do not meet nutrition risk. WIC food benefits could be mailed or issued remotely, including EBT cards, so you would not need to travel. This would not change how much you get.

Technical update to WIC regulations

If enacted, USDA would delete one paragraph in a WIC regulation. This is an internal rule change. The bill does not explain how this would affect families or benefits. Most households would not see a direct change.
