Show full summary
- States and representation: Some States could gain or lose House seats and Electoral College votes based on citizen-only counts, beginning with the 2030 decennial census.
- Noncitizens and households: Household members identified as noncitizens would be reported separately in the published totals and would not be counted for apportionment.
- Census operations and data: The Census Bureau would add a citizenship option to questionnaires and must release disaggregated state counts within 120 days after each decennial census, changing what data is publicly available.

Bill Overview
Analyzed Economic Effects
2 provisions identified: 0 benefits, 1 costs, 1 mixed.
Noncitizens excluded from apportionment
This bill would change how Representatives and Electoral College votes are allocated. It would exclude individuals who are not U.S. citizens from the population counts used for apportionment. The change would apply starting with the 2030 decennial census and for every census after. States with large noncitizen populations could lose House seats and Electoral College votes if enacted.
Census citizenship question and counts
This bill would add a citizenship checkbox to the 2030 census and every census after. Households would be able to indicate citizenship for themselves and each household member. The Census Bureau would have to publish state counts of citizens and noncitizens within 120 days after each census is finished. This changes how census data are collected and shared; it would not itself change taxes or benefits.
