Reduce the federal workforce and force agency reorganizations. This bill would push executive agencies to rapidly identify redundant jobs, limit new hiring during downsizing, and require plans to combine or eliminate components.

- Federal workers: Agencies would have to report which positions are redundant within 30 days and follow a hiring cap of one new hire for every four employees who retire, transfer, or separate until staffing reaches 80 percent of the baseline.
- Agency leaders: Heads must decide which components to eliminate or merge and produce formal reduction-in-force or reorganization plans. They also make agency-level determinations about exemptions tied to national security, public safety, law enforcement, or immigration.
- Public programs and services: Service lines could be consolidated or reduced based on agency reviews and exemption decisions, so changes would depend on how each agency defines redundancy and applies those exemptions.

This bill would require each federal executive agency to review every job and, within 30 days, report redundant roles to Congress.
