Prevent Interruptions in Physical Therapy Act of 2025
Sponsored By: Representative Bilirakis
Introduced
Summary
Allows temporary Medicare coverage for outpatient physical therapy by extending the locum tenens rules to physical therapists. The bill would amend the Social Security Act so the temporary staffing framework used for physicians also applies to outpatient physical therapists, helping clinics and patients maintain therapy when a regular therapist is temporarily absent and applying to items and services furnished after enactment.

Temporary fill-in therapists for Medicare patients
If enacted, outpatient physical therapy practices could bill Medicare when a temporary, fill-in physical therapist treats patients. This would use the same locum tenens rules that doctors use. It would apply only to outpatient PT services furnished by physical therapists. It would start for services provided after the date the bill becomes law. It would not change who qualifies for Medicare or payment amounts.
