Volunteer Driver Tax Appreciation Act of 2025

Sponsored By: Representative Stauber

Introduced

Summary

Ensures volunteer drivers who transport people or property for charities get at least the standard business mileage rate instead of a lower flat charitable rate. The bill would change how the charitable mileage deduction is calculated by creating a two-part rate: generally 14 cents per mile and, for transportation of persons or property on behalf of charities, a Secretary‑determined rate that cannot be less than the standard business mileage rate used for sections 162 and 212.

Show full summary
  • Volunteer drivers: Volunteers who drive people or property for organizations exempt under section 170(c) could claim a higher mileage deduction because the transportation rate must meet or exceed the standard business rate.
  • Other charitable driving: Non-transportation charitable driving would remain subject to the 14 cents per mile flat rate.
  • Administration and timing: The Secretary would set the higher transportation rate and the change would apply to taxable years beginning after December 31, 2024.

Higher mileage deduction for volunteer drivers

If enacted, you could deduct more per mile when you drive other people or property for a qualifying charity. All other charity miles would still be 14 cents per mile. For these rides and deliveries, the Secretary would set a per‑mile rate that cannot be below the standard business mileage rate used for business taxes. This would apply to tax years beginning after December 31, 2024.
