Summary

Lowers the federal minimum age to buy a handgun from 21 to 18. This bill would amend federal firearms law by striking the age restriction in 18 U.S.C. 922(b)(1) that bars licensed dealers from selling handguns to people under 21 and by making a conforming change to 18 U.S.C. 922(c)(1). The lone substantive effect is to set the universal minimum age for acquiring a handgun from a Federal firearms licensee at 18.

Handgun purchases for ages 18–20

If you are 18 to 20, licensed gun dealers would be able to sell you handguns and related ammo. This would lower the dealer age limit from 21 to 18. It would apply only to sales by federally licensed dealers. It would not change rules for shotguns or rifles. The change would take effect upon enactment.
