Market agencies could own small packers

If enacted, USDA would update a rule (9 CFR 201.67 as of Jan 1, 2025) within one year. Market agencies could own, finance, or help run a small packer that meets size limits. For cattle and sheep, the packer must be under 2,000 head per day or under 700,000 per year. For hogs, the packer must be under 10,000 per day or under 3,000,000 per year. Market agencies would have to tell livestock sellers about any ownership or financial tie. USDA would keep full power to protect producers, fair competition, and stop conflicts of interest.
