- Policymakers and Congress get a one-year unclassified report that lists known strategic ports operated or controlled by the People’s Republic of China or PRC-affiliated entities and by U.S. persons, plus assessments of national security and economic interests and port vulnerabilities.
- Defense and diplomacy officials must assess PRC activities to expand control outside the PRC, including promotion of LOGINK and industry standards, analyze threats to U.S. personnel and facilities near ports such as cyber and espionage risks, and propose measures to maintain open access and security.
- Port owners, private investors, and agencies will face a study of PRC-linked public and private actors, PRC-owned products used in port systems, estimated costs to secure or replace infrastructure, and suggested options for trusted investments including private funding, loans, loan guarantees, and tax incentives.

If enacted, State and Defense would map key ports worldwide and flag any Chinese efforts to build, buy, or control them. They would send Congress an unclassified map and a detailed report within one year, with a classified annex allowed, and could use a federally funded research center.
