If enacted, the bill would set rules for which federal projects must report big delays and cost overruns. It would define a covered agency as Executive agencies and independent regulatory agencies, and the Director as the OMB Director. A covered project would be one more than 5 years behind its original expected completion date or at least $1 billion over its original cost; covered project types include large acquisitions, major defense programs, procurements, construction, and clean-up projects, but not projects paid through direct spending. The OMB Director would have to issue guidance within one year and then require covered agencies to submit annual data on each covered project (original and current completion dates and cost estimates adjusted to the BLS CPI‑U, scope changes, contractor and award details, explanations for delays or cost increases, and any incentive payments). The Director would send an annual report to Congress and post the collected data on the OMB website.
