States could invest in early mental health care

If enacted, States could use up to 5 percent of their yearly section 1911 block grant for evidence-based prevention and early mental health help. To use this option, a State plan would need to describe these programs, including for children and teens, and they could apply even if someone does not have a serious mental illness. This would shift existing funds; it would not add new federal money. The Secretary of Health and Human Services would report to Congress within 1 year and then every 2 years on which States used the option, who was served by age and demographics, and results like shorter waits for care and milder illness.
