Summary

Limits federal disaster aid to people who meet the 1996 law's definition of "qualified alien". The bill would amend the Stafford Act so that only aliens who qualify under the Personal Responsibility and Work Opportunity Reconciliation Act can get individual assistance. It would specifically exclude aliens granted asylum who have not sought adjustment to lawful permanent resident status, refugees who have not sought adjustment, and aliens paroled into the United States, unless they otherwise meet the "qualified alien" definition.

Stricter FEMA aid rules for noncitizens

If enacted, FEMA individual disaster help would be limited to people who meet the 1996 "qualified alien" test. Asylees and refugees who have not applied for a green card, and people paroled into the U.S., would not qualify. Agencies would use immigration terms defined in the immigration law. This would apply when people seek FEMA housing, repair, and recovery help after disasters.
