  • States: States, the District of Columbia, and U.S. territories would have 1 year to procure, contract for, and use the required Enhanced Income Verification Platform to remain eligible for Federal funds for covered programs.
  • Households and applicants: The platform would consider wages, gig and self-employment pay, unemployment, Social Security and SSI, interest, rental and royalty income, child support, regular gifts, trust distributions, and other listed income. Claimants may need to permit access to deposit account transaction data and could review and attest to those records.
  • Program administrators: The platform would run automated, real-time data matching and analytics to spot unreported or inconsistent income, and it would consolidate overlapping records to avoid double-counting.
  • Federal oversight: The Secretary would have authority to determine specific aspects of the program and to identify other income to verify.

States must use enhanced income checks

States would need to buy and use a new income‑verification system within 1 year after enactment to keep federal funds for covered programs. Covered programs are any federal or federally funded state or local benefits that use household income. The platform would use real‑time data matching to flag unreported or inconsistent income. With your permission, it could review bank transactions, and you could review and attest to the data. It must also merge overlapping records to avoid counting the same income twice. This would apply to all States, DC, and U.S. territories.
