This bill would create a national framework to address bullying and harassment in public elementary and secondary schools. It would require states and local school districts to adopt policies, report incidents, and submit to federal evaluation and oversight.

- States that receive grants would submit biennial reports to the Secretary of Education, and the Secretary would carry out independent biennial evaluations and report findings to the President and Congress starting January 1, 2026.

New school anti-bullying rules for students
If your state gets a grant under this bill, your school district would need strong anti-bullying policies. Policies would ban bullying and harassment that limit learning or create a hostile environment. They would cover traits like race, color, national origin, sex (including sexual orientation, gender identity, and sex characteristics), disability, religion, and the traits of people a student associates with. Schools would give yearly notices, keep clear grievance steps with named staff and timelines, and report school-level data without naming people. For this part, bullying would mean conduct that makes a student fear harm or keeps them from taking part in school.
Nationwide bullying data and reviews every two years
States that get grants would send bullying data to the federal education statistics office. The Education Secretary would run an independent review every two years. The Secretary would report findings to the President and Congress by January 1, 2026, and every two years after. Governors, with state education agencies, would also send a report every two years with local data and support plans.
Civil rights and free speech preserved
This bill would not change free-speech rules under federal law. It would not limit rights under civil rights laws like Title VI, Title IX, Section 504, or the ADA. States and localities could pass anti-bullying laws that fit with this part.
