Extends disability retirement pay and Department of Veterans Affairs medical care to National Guard members who are physically disabled while performing State active duty.

- Disabled National Guard members become eligible for Department of Defense retired pay for disabilities from State active duty after Sept. 23, 1996. State active duty means governor-ordered training or other duty not entitled to federal pay, and retired pay is reduced to the extent it duplicates other federal or state disability benefits.
- Those members also become eligible for Department of Veterans Affairs hospital care and medical services to treat the disability and any illness or condition arising from it. VA care is provided only to the extent Congress funds it and reimbursement to providers is allowed only after the member or provider exhausts reasonable third-party claims for payment.

Retirement for National Guard injuries on State duty
This bill would let National Guard members qualify for military disability retirement if injured on State active duty. Retired pay reduced for duplicate benefits
