LIONs Act of 2025

Sponsored By: Representative Rep. Thanedar, Shri [D-MI-13]

Introduced

Summary

Raises SBA loan caps for the 7(a) and Development Company programs. The bill would increase the maximum amounts small businesses can borrow through two existing Small Business Administration authorities.

Show full summary
  • Small businesses: Would let eligible firms seek larger 7(a) loans by raising the maximum 7(a) gross loan cap to $7.5 million and the higher-threshold level to $10 million.
  • Development companies and SBICs: Would increase the Development Company loan cap to $10 million, up from about $5 million, enabling bigger investments through that program.
  • Lenders and the SBA: Raises the upper bounds of two SBA loan authorities so lenders and SBA-backed programs can make larger single loans under existing program rules.

Bigger SBA loans for small businesses

If enacted, SBA loan caps would rise for two programs. 7(a) loans could be as large as $7,500,000, with a related $10,000,000 threshold. Development Company (504) loans could go up to $10,000,000, replacing $5,000,000 and $5,500,000 caps. Lenders and SBA rules would still control approval and terms.
