Sponsored By: Representative Rep. Peters, Scott H. [D-CA-50]
Passed House
Summary
Allows the U.S. section of the International Boundary and Water Commission to accept federal and non‑federal funds to study, design, build, operate, and maintain wastewater, water‑conservation, and flood‑control projects. Show full summary
- The Commission would be able to deposit accepted funds into a dedicated Treasury account that remain available until expended, giving it more flexibility to carry out projects.
- State and local governments, tribes, nonprofits, and other non‑Federal partners could fund projects through grants or agreements, but the Commission could not credit or reimburse them for more than $5 million in any fiscal year.
- The Commission could not accept funds from non‑Federal entities tied to a "foreign country of concern" or that have agreements with such a country, narrowing who can contribute.
- The Commission would have to send an annual report to key Senate and House committees describing funds accepted, activities performed, and associated costs.
