Higher caps for USDA farm loans

This bill would raise Farm Service Agency (FSA) loan limits. Direct farm ownership loans would rise to $850,000. Guaranteed ownership loans would rise to $3.5 million. Direct operating loans would rise to $750,000, and guaranteed operating loans to $3 million. These ownership and operating increases would start in fiscal year 2025. The FSA microloan cap would increase to $100,000 when the bill is enacted.

Refinance distressed USDA-guaranteed farm loans

This bill would require USDA to write rules within one year to let some distressed FSA‑guaranteed loans be refinanced into FSA direct loans. Borrowers would need a distressed loan, have tried and failed to work with their lender, and have a reasonable chance to succeed. Any new direct loan would still be subject to existing FSA loan caps. The rules would protect taxpayer funds and would not change subsidy rates.

New index for USDA loan caps

This bill would change how FSA adjusts farm loan caps for inflation. Instead of the Prices Paid index, it would use three equal measures: per‑acre farm real estate, cropland, and pasture values from USDA’s statistics service. This could make future cap changes faster or slower than today. The change would take effect when the bill is enacted.
