  • Rural veterans — Would be able to access the services of VA patient advocates, with the VA directed to pursue assigning advocates to rural community-based outpatient clinics where practicable and to implement this within two years.
  • VA medical facilities — The VA Director would be responsible for ensuring access to patient advocates and for assigning advocates to rural CBOCs when practicable.
  • Congressional oversight — The Comptroller General would submit a report to the House and Senate Committees on Veterans' Affairs evaluating implementation not later than two years after enactment.
