Zero-down home loans for first responders
If enacted, eligible first responders who are first-time homebuyers could get a federally insured mortgage with no cash down. The loan could cover up to 100% of the appraised value plus allowed fees and the up-front premium. You must complete Secretary-approved housing counseling, be in good standing, and plan to keep serving for at least one year. The home must be your 1-family primary home (including a condo) or a manufactured home permanently affixed and titled as real property; repairs are allowed. There would be no monthly mortgage insurance. Instead, you would pay a one-time up-front premium that could be set above 3% of the loan and may change over time.
First responder loan window and funding
If enacted, the authority to make new insurance commitments would end five years after the Secretary first offers this insurance. After that date, no new loans could be insured under this program unless Congress renews it. The bill would authorize $660,000 for FY2026 and $160,000 per year for FY2027–FY2032, available until spent, to run the program, subject to future appropriations.
