Sponsored By: Representative Brownley
In Committee
Summary
Integrate dental care into VA medical benefits. This bill would fold dental services into the standard VA medical framework and explicitly authorize the Secretary to provide dentures and dental appliances.
Show full summary
- Veterans would gain access to VA dental services and appliances through a phased expansion over four years, with those already eligible receiving coverage immediately and other groups added in yearly stages.
- The VA would treat dental care like other medical services and be authorized to furnish dentures and dental appliances directly. Procurement language is revised and a prior separate dental program section is repealed.
- Conforming legal changes update cross-references, section headings, and chapter tables to reflect the new structure. The bill does not specify a dedicated new appropriation and integrates dental care under the VA’s medical services authority.

Bill Overview
Analyzed Economic Effects
2 provisions identified: 1 benefits, 0 costs, 1 mixed.
More VA dental care over time
This bill would make VA dental care part of standard VA medical care. The VA would be allowed to provide and buy dentures and other dental appliances. Eligibility would phase in. If you already qualify under current VA rules, you would be eligible at enactment. Other veterans would gain eligibility by priority group: groups 1–2 after 1 year; 3–4 after 2 years; 5–6 after 3 years; 7–8 after 4 years (based on 38 U.S.C. 1705(a)). If passed, this could lower out-of-pocket dental costs for many veterans.
Repeals old VA dental section
The bill would repeal 38 U.S.C. section 2062 as part of moving dental care into VA medical services. This repeal would follow the same phased schedule as the dental expansion. By itself, this change would not set who qualifies or what you pay. Any practical effects would depend on later VA rules and how the updated sections are used.
