Fewer federal rules for premium cigars
This bill would treat certain premium cigars as not a "tobacco product" under federal law. To qualify, a cigar would have to meet eight rules, including a whole-leaf wrapper, a 100% leaf binder, handmade rolling with simple tools, no filter or non-tobacco tip, and no flavors other than tobacco. It could only contain tobacco, water, and vegetable gum, must have at least 50% long-filler by weight, and weigh over 6 pounds per 1,000 cigars. If exempt, makers, importers, and retailers of these cigars could face fewer federal tobacco-product compliance steps and lower costs. The bill does not set an effective date or a sunset.
